means? are these the requirements or the bonuses on reputation the players get when they win the award?

this has to do with how well a player/club is known/rated & affects a player's desire to move clubs or fans/players/board reaction to new signing

i know this, my question is when i create an award where is the difference when i set reputation to 1 instead of 20 for "World Footballer of the Year" for example. does this mean only players with reputation "20" can get this award or does this mean the winner of "World Footballer of the Year" gets reputation of 20?

Uhh... I can't really think how to explain this.

It's not about who wins it or how the winner's reputation is turned after. Basically, I guess you could say it's like a score multiplyer in pinball. Where the person who wins it will get extra reputation based on what the number is. For example, an unknown kid won't be the world's most recognised player overnight just because he won the player of the year. It'll give him some extra street cred, I guess, as in more people will know him, his transfer value will go up slightly etc.
