They signed him on a pre-contract agreement which states he is able to play when he turns 18

Yep. Until then, he can play in the reserves, or in friendlies, the same as a trialist.

He is 18 now IRL but he didn't turn so until early September after the summer transfer window. But as he was not 18 before the end of the summer window he cannot be signed officially until the January Transfer window opens.

Unitl then, he is, in a way, on trial at Milan. As someone has already said with trialists, they can play in friendlies but not competitive games.

Hence on FM08, he is at Milan, but banned until the January trnafer window opens.
