2. Why not? News reports have long been accepted as a valid way to identify people for the scout to take a look at. They're published all over the place. Sky Sports News has them on-screen regularly. And with scoring charts at least you know the potential target knows where the net is.
3. If a player impresses against you, why wouldn't you send the scouts to take a better look? I do. (I'm not easily impressed though.)
