I might not shortlist a player I saw on a one-off in a match vs me. But if his stats show that this wasn't a one-off, I might. Probably would send a scout anyway, but at that point it'd be more for peace of mind then caring what he actually said.

As for the others, managers do that IRL. Not always a 'smart' thing to do. But unintelligent is not the same as unethical.

If you see them play, and they take your fancy send your scouts after them for a second (better?) opinion. I know i have done it. As for the whole signing the ageing ex-international/top flight footballer. It does happen (look at Conf N/S teams - there are players who have illuminated the premiership - in the FM database at least, Havant and Waterlooville have one, and a penalty mising ex-Leeds DMC was speculated with a move to Harrogate Town a while back. But these players usually have either long fallen from grace or have special local ties with the clubs. It is more likely to be an exception rather then a rule. For the legends of the non-top division, you are less likely to be aware of their abilities, so let the scouts find them. One arguement could be that you can sign aged pros who have played for you at some stage in their career, you may still keep in contact with each other, but this only applies in a lengthy career game.

from the original list:

1. Signing contract expired players for a year unscouted to see if they're any good. That'd require using player search, wouldn't it? No fence needed. Unethical IMO

2. Why not? News reports have long been accepted as a valid way to identify people for the scout to take a look at. They're published all over the place. Sky Sports News has them on-screen regularly. And with scoring charts at least you know the potential target knows where the net is.

3. If a player impresses against you, why wouldn't you send the scouts to take a better look? I do. (I'm not easily impressed though.)

Fences? Pah. Bunch of poofs.
