I think his best bet is to get a map and look for towns with football clubs in higher leagues that are close to Exeter and scouting them. Players are more willing to come on loan if your team isn't too far away.

What might happen if you don't... is you might have a very realistic and enjoyable career at a lower league club and get into the spirit of things playing in the lower league spirit. And become somewhat aloof to rules which exist for muppets... and then may try a different challenge later and continue to enjoy LLM.
