The problem here might be perception and the issues with attribute distribution i.e. players having high unnecessary attributes for a given position e.g. a winger with tackling and positioning greater than 16 etc.
Using genie scout to examine databases on FM07 with the same initial set up, default database:-
Year 2006: 13147 players Total, 145 players PA 180+ = 1.1% of players
Year 2021: 12850 players Total, 213 regens PA 180+ = 1.65% of players
This is only one save game so it is hardly conclusive but in this instance the number of world class regens (180+ PA) has actually increased, but some have high attributes in needless areas which lessens their ability relative to an original researched player.

It isn't actually database size selected which has the biggest impact but is actually the number of playable leagues selected. Here's a few numbers I found using FM Modifier of the game populations i.e. the data values read by FM Modifier(the values include clubs and staff aswell but give a rough idea of how different settings affect the overall population size of a game).

So if it functions as in 07 then the % of top class regens should be in and around the same values as the original database. So the larger the population overall the larger the number of top class regens that theoretically would be created. So yes it might be a case of the size of your database reducing the volume of top class regens created.
