When he filters out a player can it be because the player will require a work permit? Or does he filter out just because he thinks I cannot get the transfer or the player will not want to join my club?

It's based on his attributes and who he thinks will be interested in signing for you.

Things like work permits aren't taken into account.

perhaps the better his judging player ability the more accurate he is

i've had one who had 20 for judging ability, he was an idiot so god knows what controls who he deams "realsitic"
