Sega and SI have said on a number of occasions that they'll get as many licenses as they can. That said, the EPL license is held exclusively by EA, and I doubt they'll give it up. Thank the lord for the fans' modding.
Wouldn't FIFA be able to assign you more licenses? or is EA paying an ungodly ammount of money from preventing anyone except them to get it?

EA hold the EPL license and just won't share it with anyone the selfish bastards.
Due to them continually bringing out sub-par games glossed over with a plethora of licenses (this being their main/only selling point) it's hardly likely they'll be out-bid for it.
What with their bottomless pit of a budget.
FIFA or the Premier League should, for the good of the game, sell it to multiple parties (I'm sure Sega, Konami etc would have no problem sharing) rather than allowing EA's monopoly on it.
I think most people are bothered about gameplay than licenses. Take for example Konami, as soon as it started getting more licenses, they started getting lazy improving Pro Evo.
