Think of it like, high eccentricity is Bruce Grobelaar, low eccentricity is Petr Cech.
I don't really know how much difference it makes. In my experience I've always thought a higher eccentricity rating means that he's more likely to make hilarious mistakes but will also occasionally pull a 10 rating out of the bag when you least expect it/need it.

Eccentricity has always been a bizarre attribute. I always tend to disregard it really, if anything I'd favour a lower rating as would suggest a safe, consistent pair of hands.
"The attribute represents the likelihood of the goalkeeper to do the unexpected and typically act completely un-like a goalkeeper. Things like dribbling out of the area will be commonplace if the eccentricity attribute is high"
At a guess, I'd say the stat is probably involved in how often they run up for a corner (if behind) at the end of the game also.
