if youre referring to the patch, i believe it does work on a game you have already started, but its recommended to start a new game, as its not guaranteed to sort everything out in an existing game.. if i remember correctly anyway...

The official line was that applying a patch to an existing game means that some changes won't take effect until the game next updates itself (19th June).

However this is always disputed, and for some reason SI never come out and settle it one way or the other, which is annoying.

Its just my opinion but I think you should only start a new game if the patch contains a data update and they dont always.
