i got a message a while back saying my transfer budget for the season is 32 million, its already august 5th and its still not in my account, my budget is still 1.5 million, is this a bug ? its bloody pathetic, it ruins the game

The budget available for transfers is NOT the same as the amount of money in your account. The transfer budget can be less or in your case way more than you actually have money-wise. Think your board might take future income and/or a healthy state of your finances (much more income than expenses?) into account when deciding to put the transfer budget at 32 mio.

So:
1) No it's not a bug, it's not pathetic and it's not ruining the game
2) You might want to use your shift button now and then, preferably at the beginning of a sentence.

does it really affect your life that much that i didnt put a capital at the beggining of the sentence ?

also try using a full stop at the end of your sentences.
