I can only create new players and weather types, all the other "Create..." options have been greyed out.

Also, what's the maximum amount of money you can give a club? The input field seems to allow £2,000,000,000 but upon starting a new game, I never have more than a fraction of that! Like, £50,000,000 at most.

You have changed the "Load All Language" option in the editor, if you reenable this option before loading the database you will be able to create and delete everything.

to have this amount £2,000,000,000 you just have to put it there, and unthick the two boxes bellow.
simple as that
