say i wanted to set up three manageable divisions, playable in hong kong, underneath the existing one with relegations and promotions, how would i go about doing it?

Don't think you can, as league structure is hard coded in the game.

If you really, really want to, you can always find an existing league with a similar structure than the one you want and change ALL the clubs and the league's nation.
But that will be a lot of trouble...
