Im not sure if anyone else has noticed this, but normally my new regens are always in positions I lack power in. For example if I have 3 strikers who are world-class, I rarely produce strikers. While if I have no strikers that are impressive (according to your assistant manager, 'somewhere you can improve') I tend to get the majority of my regens in that position.
Another big factor is your club reputation. Its just like in real life, if there is an amazing 15 year old player and he gets world-wide attention, he will chose to go to Barcelona rather than Crewe or something like that. At the same time, those smaller clubs tend to get a lot of low CA but high PA players just like in real life.

Actually, it's probably just your scouting knowledge that determines the nationality of youth players.
