How do I get my scouts to find potential stars for me?

Make sure they have full knowledge on wherever they are going. Then make sure they have a potential ability rating at least above 15, if not higher. Same for current ability if you can, get two in one.

Then they should be able to find some potential stars. Thats how i found most of my team. That and using people's recommendations from here
