That's the difference I mentioned earlier from FM to reality...
There is no relegation in 3rd Division. Teams are also not oblied to play it, which causes an yearly based change in the number of participants.
There are a few teams who are chosen, based on their last State Championship position, that receive some financial support (air tickets and hotels paid by CBF), but not even those are oblied to participate.
A team from Rio Grande do Sul (my state) decided not to play this year's Third, because they were upgrading their stadium, despite being one of those financially helped ones.

Yeah, the real life system would be almost impossible to implement in FM.
CBF also uses some kind of states ranking (kind of like the European coefficients ranking) to determinate which states will have more teams in the Brazilian Third Division and in the brazilian Cup (which is also played in a format slighlty different format in real life, for similar reasons).
