Not impossible, but you will need loads of luck and stubborness to achieve it.
| I did it with Harrogate, but it was a roundabout way.
I took them to either League 1 or the Championship...I think it was League 1, joined another Club, maybe two, then took over Harrogate when they were relegated to League 2.
From there I took them up to the EPL.
I took them into Europe the THIRD time I'd managed them in that savegame, after they'd been relegated to the Championship.

How did the wages look in the Premiership? I guess the TV money made life easier with regards to the board being tight arses?

Wages were okay, as memory serves.
I think my highest paid guy took down about £14k a week, certainly didn't reach £20k, but that's my choice, of course.

| Apart from general scout assignements there's other ways of making your scouts scout people.
It's time consuming and quite dull (it took my Sestao seasons from 12 hours/season to 36 hours/season, though the rising through the divisions also slows your seasons a lot) but workable. I mean, I had a shortlist of 350+ players at some point in my career (and that was Basque only players).

I managed to get into the Premiership eventually in 2020 with my Bath game. I managed to get into the Championship in 2015 on the back of pretty much streight promotions but then the wheels fell off my team and I had to re-build suffering 2 relegations in the process, but last night I finally made it into the Premiership. Unfortunately it looks like I might be going down again but what it has done is made my board FINALLY expand the Stadium into the 10,000's and we'll need to double that if we have any ambition!

Imho every team with a small stadium should be able to get it expanded aswell... |

| If that team would stay in a higher division (L1/L2) for say 5+ seasons and build up a wealthy bank balance, they'd probably move to another stadium. 
That option should be available for quite a few teams, but should offcourse cost millions. |
