Hell, I'm not trying to pick any fights here. The purpose of the long post was to avoid the usual "if you have to ask" answers, as the question was about something else.
If we assume that the purpose of LLM is to make the game as real as possible, then I am simply curious why something which happens IRL is not permitted in LLM.
@donald: in weak countries it is much easier for youngsters to break into U-19 and even U-21.

I can see that it would be foolish for a manager how has u19/21 in his squad to pay no attention to his players playing in internationals.
I can also that if said manager saw a player playing really well he may send a scout to take a look at him.
The issue for me is that getting u19/21 information in the real world appart from names and maybe a 2 line quote post match. There is not enough information to realisticly justify just scouting u19/21 with a lower league club.
Though I could see a top/championship side sending a scout to some local u19/21 games and to euro and itnernational u19/21 comps

| Point taken. What I do in my games is to take a look at the stats of the U19/21 game my players are involved in, and scouting players who get at least [8]. This is a long-term work, as the U-stars are usually at bigger clubs than mine, but I can get an occassional loan from that, and after 2-3 years perhaps a free transfer that was released by his club. On the other hand, scouting U19/21 without actually having players on the team not appropriate, I agree.

It's how far you want to take reality isn't it? - which obviously is up to you.
for example, most LLMers wont use the search screen, to look for free transfers, despite the existence of such a list at the end of every season.
Similarly, yes you are right, most managers would be aware of the international squads in their country.
I have a League of Wales game going at the moment, and I regularly take a look at the u18 and u21 Welsh squads to see if there are any young talent I can scout.
The unrealistic part of this is caused by the game itself - there are quite a few call ups from within the Welsh league (including the full squad), which I imagine doesn't happen IRL.
