Fascism as a political ideology (capital F) derived from extreme left-wing movements among Italian peasants in the 19th century. Its central theme was the supremacy of the state over the individual - essentially in economic terms.
Benito Mussolini expressed this as:
"Tutto nello Stato, niente al di fuori dello Stato, nulla contro lo Stato."
It was only later extended to embrace totalitarianism in all its forms - including the subjugation of personal human rights in the service of the state. First in Italy and more famously in Nazi Germany.
