Anyone else find the gap between league 1 and championship ridiculous?
In league 1 all of my first xi were 4 or 5 stars on the assistant's team report and most of my second xi were 3, 4 or 5 also. Now that i've been promoted all of my players are 1 stars, and none of my scouts find any players that have more than 1 star once i've signed them

It's another example of the reputation anomoly in FM, and from CM too, tbh.
It's not only possible, it's likely to outstrip your reputaion, the reputation of the Club and the reputation of the players.
This is exemplified by the scouts only recommending players that fit your current division, with no thought on how they'll perform in a league above.
In effect it's pretty much a requirement to change your team entirely in order to even survive in the division above, especially as you get towards L1, Championship, EPL.

There is a difference in quality between League 1 and the Championship. The teams thet get relegated from the Championship usually march through League 1 without trouble, setting new records constantly. Whenever I got promoted, it was only through the playoffs, fighting off the other non-ex-championship teams.
Also, the stars seem not to indicate the player's quality only. It's more of a reputation thing. Youngsters often do well but still get only one star, and usually the star ratings are rising throughout a season, when the media find out that your team isn't as bad as they thought.
It's just an indicator, really.

interestingly when i was relegated from league 1 to 2 once i cruised back to promotion as champions, although my assman said the team "should be able to achieve a safe mid-table position"

I think the response here is based more upon your team reputation than on what league you are in relative to the team that has the player you want. In my current save with a L1 side who still has a local reputation I was laughed at when going after a player on a team playing in the regional leagues.
