Quick question, and apologies if this has been answered before.

I'm having my first crack at LLM, with the mighty Hayes of Conference South, and I feel the time is right to double my scouting staff: is there any more realistic way of finding staff than looking on the search screen? Surely, in realism terms, this is much the same as doing it for players. Yet you can't scout for scouts!

Well, in FM2005, there is the job centre. Some LLaMas use it, and sometimes the results are okay.
It could be better though, i.e. there are way too many people applying who are out of range anyway.

A different solution would be to use some common sense and think what would be realistic? That said, look for staff that is either from the home country, or that has been a player for your side (player/coaches), or - if it has to be a foreigner - who at least talks the language of the country you're playing in. Also, it's a smart idea not to hire too many coaches/scouts. A conference club with as many coaches as ManU isn't what we deem is realistic, even if the game permits it.
