you approach to sign, they give you the terms, you offer a contract. you agree to everything and they reject the contract. what's the problem?

you have to check that he gets everything he want perhaps you are not giving him the salery he want...
did it say why he rejected the contract?

Not exactly the same but I have a similar problem in France, Istres, 3d division, but only from 1 to 31 December...
I tried to renew my 7-8 players' contracts that would expire six months after and nobody signed even if I agreed to everything they asked
So I offered contracts again on 1st January and everybody signed in a few days at the same conditions they refused before...
Perhaps Santa Claus gave them suggestions...

Not sure about the free transfers, I usually give them what they want as they are at a knock down offer anyway.

The players signing on Jan 1st may be because they are unsure due to you being a new manager. I've had it a few times that they want to explore their options i.e. see if anyone is interested but come January they all sign as they have decided to stay. Slightly ridiculous I know but I suppose it's as life like as you can programme a game.
