This is not happened once or twice, but every single negotiation. Let me give you the scenario. I try to buy their players. They give me their starting price for negotiation, of course I counter with lower price. But they wont budge. I then, increase my asking price a bit.. AND they increase their price too!
or another scenario. they ask for 1.9 mil with 45% next sale clause. I offer 2.6 mil with no next sale clause. What they ask me back? 2.6 mil with 45% next sale clause!
I am trying to sign Micah Richards for Liverpool using 8.0.1 and i offered Man City £12 mill ( i think he is valued at £5mill) and they said they wanted £36mill with 35% percentage of next sale. I took that down to 5% and offered them £18mill and they came back with this....£78mill 50% percentage of next sale and they asked for Crouch and Agger as part of the deal. The cheeky swines. I was fuming. I don't think it is a bug....just the game being rather silly.
reason is simple, the club probably doesnt want to sell so they set a reasonable price because every player has a price and they dont want to outright reject an offer risking unsettling the player, if you renegotiate they know you are kinda desparate or really interested so they bump it up!
I do the same too, but in the case of micah richards thats crazy but with pusamus examples thats rather reasonable.
I've had this problem with the patch installed. You would think that in a negotiation with Team A interested in signing a player from Team B, then Team B would have a price that they would let the player go for, no matter how high, and Team A would be trying to get the player for a low a price as possible. Then the price would be negotiated between these points, with factors such as the quality of the player, the size of the teams involved etc deciding what the amount would be.
It does seem sometimes though that the computer just picks random prices, and this has happened to me more than once.
One example was i went for Danny Haynes, and they quoted £2mill, which was out of my budget. So I tried £1.6mil with add ons, to which they replied they wanted £3.8mill WITH add-ons. So i offered £1.8mill straight up and they accepted?? Seems the negotiation process goes a bit crazy sometimes
I've installed 8.0.1 and yes still get mad negotiations. I usually cancel and then go back fresh with an idea of how much dollar they wanted. Negotiation is not always about lowering a cost. If you said a player is worth £3Million, you get an offer of £2Million in cash and then extras, you may go back and say well if you want this player your going to pay. If you offer a club in FM 08 a figure, they negotiate and you then re-negotiate, 9/10 the figure will go up not down. My advice dont do it.

I was looking to buy Giles Barnes or Rodriguez, I offerd £7.5Millon in cash for barnes, which was accepted, but my Rodriguez bid was accepted so I canced buying Barnes. The Rodriguez contracts went South so I went back for Barnes with a £5Million Cash and £3.5 in extras, so £1Million on top of my original bid. Derby came back and asked for £9.5Million in cash plus extras. I negotiated for £9.5 Million in total (Cash + Extras) but they again rejeceted and actually asked for more again. So I went back with £7.5Million in Cash, they negotiated for a total of £9.5Million (£7Million in cash £2.5in extras). Annoying but if I had not cancelled the transfer initialy it would have cost me less, with interested parties and losing out on Rodriguez I was desperate and ended up paying more, my fault.
It is a bit barmy and upredictable but so is RL, lots of things go south IRL and just look at Boumsaoung to Newcastle. £8Million months after joing Rangers on free !!
