After reading another person's (Memo) attempt to use FM2006 skins in FM2007 which consisted in overwriting Flexion's folder contents with the exception of 'flexion.xml', 'config.xml' and the folder 'fonts', I decided to take a look and investigate, finally I did some modifications.
-- no need to overwrite 'flexion'
-- copy FM2006 skin of your choice entirely to '..\My documents\Sports Interactive\Football Manager 2007\skins\...'
-- edit '"skins_name".xml' and do as follows:
---- modify 'prnt' for 'parent', (probably good idea to also modify/complete 'author', 'description', 'version'
---- take note of the value for this flag id 'parent',
------ if it's 'metallic' change to either 'flexion', 'rolls' or 'rolls_right' (if you have downloaded this last two skins)
---- add the following line '<string id="required_version" value="7.0.0" />' (without apostrophes), somewhere below all this
---- the rest you can leave untouched

Those with the preferences problem force you to quit the game to change back to another skin. In this utmost unfortunate event you can modify temporarily the access shortcut to read something like, example, after 'fm.exe' --windowed --reset_preferences=skin' this instructs the game to start with the default (flexion) skin, another option is to rename the folder of the problematic skin.
If the skin handles, header and footer in its own way, you may lose the new icons, if not it takes them from the parent.
Congratulations and special mention to the developers of this type of interfaces which allow these changes.

Remember this is only an entertainment until new and properly done skins by experts are done and released.
As I've mentioned you 'may' lose some functionality perhaps visible perhaps not.
