How do you get a large wage allowance?

ive got a massive transfer allowance but cant get any wages even if i boost it in the editor!! wots going on.

someone please give me a step by step to having loads of money and wage allowance please

im guessing PA means - personal ambition.

where can i find these settings?
and will these give me a much increased transfer and wage budget?
