You need to set his board confidence quite low, the rating is out of 200. Its now used for how much the chairman wants to stay.

There is a board confidence option in the non player data "block" You can only edit the board confidence for chairmen and top managers I think, the option isn't available for the rest. At least not in my Mac version of the editor
