My cross completion % is always pathetically low, and often below even 10%. My wingers (and they're not bad, I'm playing Real Madrid and I have some quality players with good stats) seem to love whacking the ball against their marker.

Does anyone know what could be causing this problem?

Go to the player specific settings, and change the 'Cross To' to 'far post.

This works best for me since it then always clears the first group of defenders, and usually ends up around the penalty area.

But 10% isnt terrible. If you look at the real life stats of cross completion, im sure the majority of teams are around 15 - 20 percent, with a few above and a few below that perimeter.
