If you have a belgian affiliate, you can loan them out there until they are eligible to play - think it's 3 or 4 years though.
Or you could try offering them a new contract in a year and sometimes if terms are agreed, they don't need a permit anymore (not sure if this is a bug).
Rodallega should get a work permit. Have you tried offering him a "first team" status in his contract? If not, he'll play plenty of internationals for Columbia by Christmas, in which case, offer him a contract then and he should get through.
Finally, obvious I know, but you are appealing when they get turned down aren't you? Sometimes works.
best thing to do is to loan them to an overseas club if you have an affiliate (WBA may not, look for a link)
countries to look for affiliates in are belgium (3years for EU nationality rather than 4 in UK) holland (still 4 years for EU nationality, but he will at least be able to play, as there is no fgn restriction in holland) spain (i dont totally understand spain, it seems players can ake 2 years or sometimes 10 years to get nationality, look into this one more)
On FM07 I didn't think you could sign a player without a permit unless you already had an feeder club specifically for loaning players to so I reckon WBA might have one.
In Spain it seems players only need seven hundred or so days to get nationality - but I got a feeded club in Spain and on the info screen it said 'players loaned will get Spanish nationality in 4years'!

Strange.
A player gains the spanish nationality in 2 years only if he speaks spanish if not it goes to 4 years.
