Unfortunately lyon are a side who've won the french league for the last six years so not really a mid table team...

Hibs(Hibernian) of Scotland. Since Rangers and Celtic dominate it's a good challenge trying to establish yourself as a big team, not sure about the transfer budget but I'd imagine it'd be bout 2m if you're lucky.
