italians have messed up system for non EU players , i guess you can only buy one if you loose one non EU player, or something like that.There is no limitation on non EU players that you sign/buy from other Italian clubs, though..
At least, i believe that's a case...

Check the rules in League tables screen, i just re writted what it said there. If you still can't buy any Italian based non EU, than it's a bug...nothing to do about that...
Each team has its own limit on non-EU players. This number will increase if a club signs a domestic based non-EU player and decreases if they sell a non-EU player to a team in the same nation.
Aye, from this it appears that you can sign any non-EU player already employed somewhere in Italian football, but you may not be able to get one from outside Italy yourself (depending on your allowance).
Exactly, Gwaptiva. You can buy any player from inside Italy, and only if you sell some non-EU-player to a club outside Italy, you can buy some non-EU-player from outside Italy.
I wonder if there are some foreigners around who just get sold so they can be offloaded.

This does not make it clear if there was only going to be one summer in which a single non-EU signing is allowed or if this would be the rule for the summer of both 2004 and 2005. I'm sure that SI had to program this as a permanent change in Serie A, so at best you might get one non-EU player each summer during the summer transfer window. And even that would have to replace another non-EU player that is leaving the club. At least according to this article, there is no provision for signing a non-EU player at the Serie A level, as long as that player is already playing in Italy. That option is mentioned only for Serie B teams.
