I've got two games running. One as Stafford Rangers and one as Sutton Utd. Promotion looks a possibility in both, however last season with Sutton Utd i won the league but didnt get promoted, is there a minimum stadia requirement for promotion?

Nope its a bug. look ont he bugs forum and you will see that this is a common bug.
