-Extract the rar to your
My Documents\Sports Interactive\Football Manager 2007\db\ folder.

An example of the path is
CDocuments and Settings\Jack\My Documents\Sports Interactive\Football Manager 2007\db.

-Start Football Manager 2007
-Click "new game"
-When prompted which database to use, scroll down to the Ultimate League and click ok.
-Play Now, Have fun
