Adding Tranfers

I know the answer to this but going to ask anyway. I want to start a new game but with the tranfer window coming up soon was wondering if there was anyway to add tranfers in once a game is started?

so there is no cheat / editor that can make us create a transfer?
say I want to transfer a player from a team (not mine) to another team (also not mine) and decide the fee and contract etc. Is there no cheat / program that can do that?
