How exactly does if effect the game? I think I generally know what the word means, but if a player has a high technique, how do they benefit?

Their ball skills will be better like passing, crossing, set pieces, heading etc.

basically I think it means how well they manage to control the ball, which obviously is essential for just about every other technical skill

Yes and you could tell this player to run with the ball often if he has good technique and dribbling or hold up ball if he has good technique and strength.
