Why do some players have -8 or -9 for ability. All the top players have potential ability 160+. But even really good youth are given -8 or -9.What does this mean and is one better than the other?

negetive PA means random numbers where the lower the number th better the potential.

Minus potential is used for younger players who have no set PA yet. For example a young striker might be scoring for fun at U18 level but it is very difficult to say that he will go on to be a top drawer player. The potential ability bands (-9, -8) etc allow flexibility with his actual PA. The bands are as follows

-10 - 170-200
-9 - 150-180
-8 - 130-160
-7 - 110-140
-6 - 90-120
-5 - 70-100
-4 - 50-80
-3 - 30-60
-2 - 10-40
-1 - 0-20

Meaning that a player with -10 potential will have a randomly generated PA when a new game is loaded which will be between 170-200, so he will be a top quality player and could be one of the best players in the World ever.
