you have to wait sometimes, i'm not sure till when try the end of the season. i couldn't sign some co-owned players but then i coul at the end of the season, just the way it is sometimes

Yeah you'll be able to make an offer when the transfer window opens again i had that problem when trying to sign pandev for juve
