As i am still currently awaiting for my PC to be upgraded i can only play the game to a reasonable standard uptil the league 1 now am i allowed (being new to this type of gameplay but finding it all very interesting) to take charge of my hometown team or is that some sort of way of cheating?

Who is your hometown team? Are they at the lowest level available (i.e Conference North/South?) If they're above it, don't tell us about it. If they're below it, you can only hope they come up at somepoint during your game.

League 1 is really pushing it when it comes to LLM, and by pushing it I mean you're having a laugh. Nothing wrong with taking over your hometown team per se, but not in League 1. Try running it with the Conference National, and if that's really impossible, League 2 might be acceptable. Reduce the database size first before cutting down on leagues.

If League 1 is the lowest league you can play right now then I am afraid you can't play within the ethos of Lower League Management. And, in that case, it makes no difference whom you play.

When you say you're currently waiting for your PC to get upgraded, it sounds like that happens fairly soon. I can promise you it won't be a longlasting fun game with only League 1 and up. Better to start with a team in Conference N/S and bite the bullet for now. It'll be a lot faster when the new PC arrives anyway. That way you can have a long, good game.

I have an old PC myself, and am running all of Scotland and England. It went quite allright in the start, but it's getting slower and slower of course. 6th season now, and it can take a good minute to process fixtures. Don't even get me started on transfer windows

I'll pick depth and variety over speed any day of the week.

Why not try Portugal or Spain or Croatia or some other place that doesn't have so many leagues? That way you can start on the bottom, eh!
