Frank's an international fella. On the first page he picks a country for you, following the link will pick a club in that country's lowest division. If you don't like the country you can keep reloading the page or if you want to play in England you can go directly to the England page

Anyway, Frank is outdated as far as I know so he might throw you a team that is promoted or relegated.
