Why whenever i change a coach's "Technical" stat to 20 and his "Current Reputation" to 200, he still get a stat like 1-10 after i start a new game. Is there any other way i could raise his "Technical" coaching stat up?

Make sure his CA isn't close to his PA, aka if his technical is only 7 and his CA is 150 and PA 151 he isn't going to be at 20 for technical.

Or put the other skills down like defending and fitness, ones you don't need him for.

Just like the players, if you edit an attribute, you need to edit the CA by an equivalent amount.

So for example i should like change his CA to 180 and his PA to 200? something like that?

I change his CA 180 PA 200 and still can't get his Technical to 20...

Is he allocated to all your schedules or just one? If it is to one, then if a high technical attribute is required then it should remain at 19-20.

hhmm i can't edit my previous post(sorry for double posting)...If i train a Attacking Midfiled to learn a new position Striker...must i put him into a Striker training schedule or just leave him in his current training schedule?

You gotta keep note:

If he is too young to have high CA, the game will automatically move his CA to a level of like 100 or so, and as he gets years on his clock, the CA will build back up.

Generally, a coach with CA that high should be over 45.
