I just created a new team and put them in the Blue Square South division.

I created 11 players to start with and set all there CA at 30-60 and PA at 40-80. (I got these figures by looking at a couple of the other teams in the division) When I look at the Ass. Man. Team Report all 11 players have seven stars... that's TOO good!

Can anyone tell me what I've done wrong?

You've either set the club's rep too low, so that the expectations are for certain relegation and all the players are much above that.

Or I'm not sure how the stars are decided but if it's a comparance between every person in the squad if there is only one for each position then they must be a lot better than no one? :S

Actually I forgot it may be because the Ass. Man has very low player judging abilities and can't properly tell.
