you can get players PAs using the editor, some have fixed PA's (eg. PA 178) and others have random PA's (eg. -9), which means they can vary from game to game.

Almost all the players he has listed have random PAs (mostly -9 and -10) because they are young and not established players which means their potential will change from game to game, so how he got the exact PAs is a mystery
