Why cant an english team sign a player if this is with him?

you can, you just have to bid with both clubs he belong to

If he's co-owned you can sign him it'll just cost you double what you were originally going to pay since you have to pay both teams that owe him that amount, you should get the option to bid for him again.

which month are you???? you can only bid those players in july and august and then in january.
