You can apply for jobs but you need to pick a club so the progression is realistic. Eg You wouldn't pick up the job in a Premier league club from Conf N/S, but after a couple of reasonable seasons you may be able to move to a moderate Conf National club. It is all about playing the game in a realistic way.
I started my game with Workington. By April in my first season I was top of Conference North, and Lincoln approached me, who were near bottom of League 2, so if you are successful the offers from bigger clubs can come in quite quickly...
I found job offers come in thick and fast when you are in the Conference. So just be patient and you'll get asked by some League Two and League One teams. By the time the offers come in you'll probably be so in love with your squad of no-hopers that you'll turn them down anyway.
Once you become more successful and reach League One and The Championship you'll get plenty of speculation linking you to vacant posts, but will probably only get the offers if you say you're interested. This is what I've foudn anyway, dont know if its the same for all the others.
