League 2 is NOT LLM.
At a pinch (carp computer and your very first FM game EVER), some of the more generous souls here would look in the other direction if you chose a Conference National side.
HOWEVER, even if we were to choose a League 2 side to manage, we certainly wouldn't choose the 'best' one, in terms of players, training facilities, average attendance, capacity, number of scouts/coached/Ass Mans or even how attractive the chairman's wife is.
It's just not LLM.
