1)Well, semi-pro Scottish clubs could become pro under FM05, but after promotion to at least the First Division or the Premier, I can't recall exactly when. I have no idea what happens under FM06, but chances are they can become pro.
2) No, you become Pro when the game decides so.
3) Offering full time contracts would be a step in the right direction, I think.

I am playing Cowdenbeath as well...and I can tell you that we even after getting into the 1st division we are still semi-pro (even with a few full-time players).
I don't want to tread too close to tipping...but I haven't seen a real formula as yet to turn pro. There is probably some combination of things that trigger the change...but who knows what that is.

I started off as Stenhousemuir in SD3, also semi-pro with only part-time contracts. Turned pro only when we got to the SPL. Then above half my squad were on full-time contracts, and we had good finances.

All players and staff must be on full-time contracts. This includes absolutely everyone, right down to the last physio. Once this is done, your club will become full professional once the game turns over to a new season. It will not happen immediately. If you do it in November, then you'll have to wait until the following July for the full professional status to be acknowledged in the game.
I know from experience that, no matter how high you go up, you will never become full professional if even one person at the club is on a part-time contract.

Basically if they think it will help progress the club, it will happen and promotion to a higher division helps prompt this due to generally more income being generated.
