I understand the SWYCT system and I also have inferred that it is now pretty much useless because of the reduced touring restrictions...

Has any kind of consensus been reached on how to self-restrict scouting now?

SWYCT was for playing in the UK when it was restricted to UK and Ireland.

Scout your Borders is the other recognised method of scouting for large land masses.
