I think that might be where I'm going wrong then...I always use 'Player Search' and only sign players under 32 years of age.

What about using the player search and using the newer option of having the assistant manager filter out unrealistic targets? I've experimented with this and found that, with the filter, the search usually generates just a couple of players, and it seems fair enough to send a scout and have him look at them. If the scout recommends them, then you can sign them.
This seems to be a good way to deal with the game's inability to have a scout look for players on loan, while it avoids an unfettered use of the player search screen.
