I use the Job Center and post ads. I've rarely found any staff from outside my active country in responses to ads. The results have generally been realistic. But, then again, I don't play with a large or huge database and a ton of active leagues. The furthest stretch I ever saw was a decent Swiss coach that answered my ad from an Italian Serie C2 club.

Well given that we start off 'unproven', I'd reckon 'unproven', 'unpaid', 'negative reputation' and below will all work. :p
I've taken up ian's advice and dumped the job centre.

I also get applications from all over western europe... it seems to generally be ex-internationals who suck at coaching or its unemployed people looking for a salary that's way too high...
However, usually in the 4th or 5th week of a job application i start to turn up some decent coaches... kind of a pain though since the names are not familiar and you can't sift through who you've already rejected...

I'm a Welsh manager at Workington, so for my second season I was going to go for English & Welsh nationalities, but obviously having the search as based in certain countries/regions would expand the nationalities available to you considerably.
I'll be honest, I have no idea which is the more realistic option irl.

I'd say if a staff search is required due to poor results from the job centre, then locally based staff is the way to go.

Gday, I've just started a game as Vauxhall Motors, my first attempt at a LLM game (in my past I have played a bit with Hull City, however they have now reached the dizzying heights of Championship). Thanks for pointing out the job centre adverts cost money, for the first few months I was leaking cash and it wasn't until reading this thread that I realised my search for an Ass. Manager was running me into the red.
On that matter, it has been a real struggle to find anyone who answers those adverts who are unemployed, placing me in the situation that I am without an Ass. Manager (not necessarily a bad thing  ).
One last question is with scouting, as a team in Conference loanees are an integral part of the team, however there seems to be no option in the scouting menu to find people listed for loan. Therefore I am stuck with an unfit and aging squad without knowledge of a way to bring in players on loan...
If anyone could point me in the right direction, I'd appreciate it or if that is tipping just tell me.

Here is an earlier reply by me in a different thread, where someone was asking about using the search screen (as done by some LLaMas, not the really zeallous ones).
Searching for players:
Even with a list fitered by your Ass. Man. No filter on stats should be used, you should be playing with hidden stats anyway.
All potential recruits should be scouted (even loanees). Your scout should be able to make comments even on free agents.
For free agents you could offer trials and make up your own mind, with the aid of your assistant.
Searching for staff:
Used by a lot of LLaMas, Filtered to your own nationality, or the nationality of the club you are managing, and unemployed. Choose unknown staff and you may well be able to recruit them.
