I don't really see setting up scenarios as cheating. The game itself is just one possible scenario.
Giving yourself a huge amount of cash or any editing of players ca/pa is a little too much I think but it can be interesting giving a cash/player boost to a team not doing so well in a random league and see how they manage it over the coming season.
You really do not see the likes of Abramovich in this game. The guy who comes along and injects hundreds of millions into all aspects of the club, so I occasionally(once every 5 seasons or so) create such a scenario.
The last time I did that, in FM07, I chose Notts County as they are the oldest league club and where about to be relegated from the Conference South. 14 years later they celebrated promotion to the Premiership.
