so i have a belgium based feeder club so that i can work around work permits but when i tried to sign someone that required a work permit there application got turned down. How do i buy the players without work permits so that i can send them to my feeder club???

You should have the option to appeal against the work permit decision. When this happens if the appeal is turned down there will be an option on the screen that says confirm transfer (or something like that). Choose that and theplayer will join you anyway. You should then be able t oswend him on loan. At least this is how it worked in FM 2007.
