Default Changing the league rules, esp. # of non-EEC-players

In Norway we've just raised the number of allowed EEC-players in the match squad from two to three, and I'm trying to implement this to my FM'07-game. Anyone got any ideas how I can do this? Can't find a similar option anywhere.
